ABSTRACT
In this article, I analyze Donald Tusk's statement regarding the true beneficiaries of current geopolitical processes. Examining the mechanisms of profit and influence, I conclude that visible political figures are merely performers — puppets utilized by a much more powerful system. Who stands behind them? The financial elite, transnational corporations, and global power structures that form the real architecture of global governance; a system that is constantly evolving but always remains in control.

Far more often, we observe the result of complex interactions of interests, where every crisis, every conflict, and every escalation has its specific beneficiaries. The world is no longer chaotic; it has become a managed space, where flows of resources, information, and power are directed along pre-designed channels.
A recent statement by Polish Prime Minister Donald Tusk was a rare example of political frankness, openly stating what many analysts and politicians understand but prefer to keep silent about. He explicitly pointed out: "The clear beneficiary of the events in the Middle East is Russia and personally Vladimir Putin."

While the world’s attention, Western resources, and the media agenda are focused on a new hotspot, a unique window of opportunity opens on other fronts. This allows for the regrouping of forces, consolidation of gains, and implementation of tasks without the previous level of external pressure and control. International institutions are busy resolving crises elsewhere, the sanction machine slows down, and the political focus shifts. Attention is diverted — hands are untied.
3. Dispersion of Resources
Military-technical aid, financial injections, political will — all are now spread across multiple theaters. Precision ammunition, air defense systems, satellite monitoring, and logistics capabilities are being diverted from one front to another. This objectively weakens the positions of opponents, giving a strategic advantage to those who remain in the shadows, watching others bear the costs.
THE ILLUSION OF POWER: WHY THE KREMLIN IS NOT THE AUTHOR, BUT THE EXECUTOR
At first glance, it may seem that we are witnessing a powerful player pulling the strings and reaping all the benefits. But this is merely the tip of the iceberg and a dangerous illusion.
Concluding that he is the main strategist and beneficiary is a perceptual error. The facts and the very logic of the system suggest otherwise:
- Role of an Executor. Most likely, we are dealing not with the author of the scenario, but with a puppet of the system, whose resources, territory, and will are being used as tools to achieve entirely different goals. He is merely a cog, albeit a large one, in a much more complex machine.
- The Scale of Misunderstanding. It is highly probable that he himself does not fully realize the global scale and depth of the history he has stepped into. His thinking is limited to tactics, instincts, and short-term gains; he simply cannot see or comprehend the long-term architecture of the processes he is involved in. His management style resembles that of a fire brigade: putting out fires here and patching up holes there, rather than pursuing a grand design.
- Temporary Beneficiary. The fact that money and opportunities are flowing his way now does not make him the master of the situation. It merely means that this is the role assigned to him at this stage of the game. Like any puppet, he can be used to the maximum and then discarded or replaced once he is no longer useful or becomes a liability.
FROM THE SPECIFIC TO THE GENERAL: WHO STANDS BEHIND?
If he is merely an executor, however important, the logical question arises: Who is the real mastermind? Who designs this logic, and who decides who gets the dividends today and who gets them tomorrow?
Moving from the analysis of a specific situation to understanding the global picture, we conclude that the world is governed not by one person or one state, but by a complex system of power centers and mutual interests. This is the true architecture of global governance, where politicians and national leaders are merely functions, temporary managers of a global project that exists independently of their personalities.
WHO ARE THEY — THE MANAGERS OF THE WORLD ORDER?
Global governance operates through a system of power centers interacting based on mutual benefit, division of spheres of influence, and the protection of common privileges. This system can be divided into three levels, each with its own key players and levers of influence.
LEVEL ONE: THE FINANCIAL ELITE AND CAPITAL
This is the foundation of everything. Real power is concentrated here, capable of determining economic trends and the fates of entire industries.
Key Players:
- Investment Funds: BlackRock, Vanguard, State Street, Fidelity. Managing tens of trillions of dollars, they own controlling or significant stakes in virtually all major global corporations, from oil majors to defense contractors. Their decisions to buy or sell move the markets.
- Banking Groups: JPMorgan Chase, Bank of America, Goldman Sachs, BNP Paribas, Deutsche Bank, HSBC. By controlling cash flows, interbank lending, payment systems and access to currencies, they form the "circulatory system" of the global economy. Access to financing — or its denial — is their main tool of influence.
- Sovereign Wealth Funds: The giant capital pools of Qatar, Saudi Arabia, China (CIC), Singapore (GIC). They invest wherever profit can be made, buying strategic assets and shaping the economic map of the world.
Interests: They do not want war for war's sake. They want predictability and controlled volatility. They profit from both growth and decline, as long as the movement is manageable and allows assets to be redistributed in their favor.
LEVEL TWO: CORPORATE INTERESTS
These are the executors and direct beneficiaries of specific decisions. Their power lies in technology, production, and economic leverage. Today, we are witnessing a historic shift: the center of gravity is moving from traditional industrial and financial capital toward information and technologies.
Key Players:
- Military-Industrial Complex: Lockheed Martin, Raytheon Technologies, Northrop Grumman, BAE Systems, General Dynamics. Any conflict or tension translates directly into billions in government contracts. Their business model relies on the world never being completely safe.
- Energy Giants: ExxonMobil, Shell, BP, TotalEnergies, Chevron, as well as Lukoil. The struggle for control over deposits, pipelines, infrastructure and markets is the essence of their game.
- Technology Corporations: Google (Alphabet), Microsoft, Amazon, Meta, Apple. Control over data, communications, software, artificial intelligence and digital platforms allows them not only to generate profit but also to manage the information space, influence public opinion and control decision-making processes. They have become the new rulers of the digital age, possessing power comparable to that of the largest banks.
Actions: They lobby for necessary laws, shape the agenda through controlled media and think tanks, and support favorable politicians. Their goal is profit growth and expansion of control at any cost.
LEVEL THREE: GEOPOLITICAL CENTERS OF POWER
These are states and their ruling elites — the "operators" of processes on the ground, the visible layer of authority that interacts directly with the population.
Key Players:
- Global Powers: USA, China, Russia, India. Each with its own system of governance, resource base, military and geopolitical ambitions. They serve as the main battlefields and instruments of influence.
- Blocs and Alliances: EU, NATO, BRICS, SCO, ASEAN. Platforms for coordination, protection of collective interests and division of influence zones.
- Regional Leaders: Turkey, Saudi Arabia, Iran, Israel, Egypt, UAE. They play their own games, acting either as proxies for superpowers or as independent players seeking to maximize their own gain.
Role: They provide legitimacy, legal framework, force and social management. They are the ones on the "front lines," declaring wars and bearing the brunt of public discontent, while strategic decisions are often made behind their backs.
A SYSTEM THAT NEVER STANDS STILL
It is crucial to understand that this structure is not static, permanent, or monolithic. It is a living mechanism that constantly evolves.
- The Composition Changes. Today, certain structures and countries are in the lead; tomorrow, others will be. New financial centers emerge, economies grow, while old players lose influence, merge, or disappear. Nothing is eternal except the principles of power and money.
- Interests Transform. What was profitable yesterday may be destructive today. Alliances crumble, and former enemies become partners if dictated by the logic of profit, security, and resource control.
- Flexibility as Survival. The system prevails precisely because it is plastic. It is not tied to personalities, ideologies, or specific nations — it is tied to results, control, and capital flows.
It is a living organism of global governance, constantly adapting, absorbing the new, and shedding the obsolete to remain in power.
HOW IT ALL WORKS TOGETHER
Most interestingly, these groups do not necessarily sit together at one table signing secret protocols. They operate as a synchronized system, where every element moves in unison due to shared interests and interdependence.
- The financial level creates resources and determines investment directions.
- The corporate level implements projects, controls technology, and extracts profit.
- The state level provides the legal framework, security, and political cover.
Their actions complement each other with clockwork precision. When needed, a conflict is ignited to create the necessary agenda and prices. When necessary, the process is frozen or extinguished. It is an orchestra where everyone plays their part, but the conductor is the very logic of big money and global interests.
CONCLUSION
